Personally, I use my 4k stick (no pun intended :P) for all video streaming activities, including IPTV, Plex, Kodi, YT, Netflix, Crave & AceStream to name a few.
Extremely easy to install 3rd-party apps on it.
Go through the previous threads, they have all the info you might need.

can someone explain to me what firetv is? I know what IPTV is (i have one) but whats the difference between firetv and iptv? cost per month for the channels etc?

You can load IPTV apps on the Fire Stick (4K and Regular versions). That simple.

Essentially it's a video streaming device, at least for me, like ChromeCast, Roku and AppleTV. You can stream IPTV on it but it will not replace the IPTV subscription that you have.
Suggest you go through the threads.

How is it with kodi? Kodi can be a beast with resources.

I am debating if I should get this or what I should do I currently have a viso smart tv so I got netflix covered.

For my kodi I have an hp stream mini (which I like) to watch kodi and some streams via browser(like global news) but lately it is getting harder and harder to use as the hard drive is too small. I only have kodi and browser on it and I am down to like 1gb of space and the other day I could not even run firefox as I guess some updates happened and firefox could not run as there was not enough hard drive space.

I know it is possible to update the hard drive but I probably will be spending like $50 to get a bigger one so pretty much on par as this.

The Chromecast has loads of support in various apps. I use mine with CTV , Kanopy, Hoopla, Sportsnet, Global TV. Also, Amazon and Google have worked out their differences so Amazon Prime support is coming to Chromecast and Android TV soon.

So $40 for a 2016 model device or $55 for a 2018 model device?

I’d spend the extra $15, but Amazon is smart if they can still sell a 2016 Stick for $40.
