Can these be used to dim lights? If not, what's a good smart product for controlling three separate sets of pot lights in the basement?

Depends heavily on what other smart home products you have and what kind of bulbs you're using in those pot lights. I can't recommend a specific product, but what you're looking for would be called a three gang smart switch. If you don't want to buy a hub, then look for something with wifi support rather than ZigBee (SmartThings) or Z-Wave.

If you aren't brand loyal or using SmartThings, Costco has 3 way smart dimmers by CE Smart, I think they are $40 to $50 for a pair, only one required per set of lights.

If you have 1 switch per set of pot lights and you want dimming capabilities, the cheapest solution is to get a smart dimmer like the TP-Link HS220.
Make sure your LED bulbs are dimmable, though.
