Better get all four tires replaced asap. The RIP will continue and on the highway tire will fly off like a UFO.

I would replace the tire . Better now that you see it and it's convient .

If the tire is new, there is no issue to replace just one, or even claim it for manufacture defect. (if you bought them new at an authorized dealer store)

If all 4 are used out, then just swap all 4.

From your pics it doesn't look fixable and it's dangerous. The part that's loose from the tire & rim.
If it was my tire, I'd definitely replace it. Your life is worth more than the price of 1 new tire.

It's hard to tell exactly from the pic. Some tires have an extra lip like a scuff guard for your rims. If this is one of those guards; I would cut it off and not think twice about it. That piece will have no effect of the integrity of the sidewall. There is a scuff on the sidewall. Monitor it to see if it bubbles.
