Tools to flatten elevated soils

I have a few areas where the soils are elevated.

I would like to flatten those areas. Some of the areas are hard soil.

What's the best tool to do the job?

Area?

I'd use a shovel, hoe, rake.
If it's really tough, add a pick.

I've used a sod cutter... just because we had rented it for other purposes.

Then you just shovel the loose dirt around.

Depending on the size of area, a skid steer with a harley rake (also called soil conditioner, rotating drum with carbide bits) will break up any mounds with ease. Unless you have a postage stamp yard in which case manual tools are best.
