Most manufacturers do that for a variety of reasons:
1. Offer exclusive models to certain retailers;
2. Hit certain price points;
3. Create some confusion so it's hard to price match;
4. Create models dedicated to a certain segment of the customer base...

Most hard siders like the fact that the sides are hard so it offers more protection from crushing (until the side cracks that is) than the soft side ones. However, being hard sided, there's less flexibility as you can't 'shove that last piece in the case as it's just full' while a soft side allows for some movement so you might just get it in.

Maximum height for WestJet is 21” and air Canada is 21.5” , seems most of these will be too large for carry on.

It's been my experience that most carriers won't measure or care about the size as long as it's close - ie you aren't trying to take a 24" as carry-on. The airline cabins are all pretty much standard in terms of the size of bag that will fit under the seat as well as in the overhead bins. The only ones that aren't standard are the smaller regional planes especially those from Embraer in the 1-2 configuration.
