It's the same as "kill COVID virus" in layman terms. Virus, which lacks mitochondria, is not a "living" organism in the sense that it doesn't consume energy, exchange gases (oxygen to carbon dioxide or vice versa), or reproduce amongst themselves, but merely genetic material (DNA or RNA) encapsulated by a bunch of proteins. Think of it as a floppy disk/CD/DVD/data files that don't consume electricity. By deactivating the virus, its protein structure is simply altered (by various means - be it chemical, thermo-mechanical...) such that it's no longer infectious to the host.
