Can this be safely applied to car paint, including the top coat and exposed parts of the base coat? I care for a vehicle with exposed base coat in the rear wheel well - no sign of rust yet, but I'm thinking this might be worthwhile preventative maintenance.

I do exactly this. Two cans is enough for a car, three or four for a full size truck. I work at a high school, and use the shop lift every fall to DIY my rust proofing.

I used this stuff a couple of years ago to treat the undercarriage of my truck. I do wish that it "dried up" more than it does, but it seems like a decent product.

You definitely don't want to use this on visible painted surfaces... It's not pretty, and is a little messy.
