Likely correct. I ended up using the welcome25US code (in USD) and it worked. At least it covered the 12$ taxes and Uber Eats fee, plus a bit. Bonus, it seems the my 30CAD offer is still available...

Doesn't work support said something about abuse and their terms and conditions are they can end a promo whenever they want as someone posted earlier.

I dunno exactly what made it work, but I used a cloud provider to open a virtual machine in Seattle, went to the Uber eats website, clicked log in, put in my phone number (which I already had an Uber account associated with), entered the code, and then clicked “not you?” when it prompted me to log in. After that, it let me make a new account, and use the new user promotion
