Ive noticed that my parents who barely ever order on uber eats on their respective accounts are the ones that receive these 75% off - I'm assuming they at least partially target users who don't engage/order often

The last two times they worked for me it was only for specific restaurants in my area. My guess is that it's based on where you live and if they happen to be promoting restaurants near you

The inconsistency with these offers (aside from who is actually eligible for them).

Coupons will work for certain restaurants, some coupons will work for all. Some places will have BOGO, then remove them in the middle of the day, etc etc. This coupon is one of those restricted ones, only some places will work.
