First off, this is the Hot Deals forum... not the cell phone forum... for questions, I would actually post there instead.
Secondly, I have a question, are you trying to promote that website? It's not an established website at all...
Third, I would not buy from them, they're too new and don't have any business... check this review of the site owner
Four, They are using shopify, which is great... but their site lacks more details for contacting them or mailing/calling, etc.

2) I've never heard of the website, I was not promoting it, I was admitting that I didn't know if it was a trustable vendor.

I would say because it's so obviously a SCAM. You really expect some random website selling a $250 phone for $75 to be legit? Doing a bit of looking on their website, which most of us would expect to be done before posting, you see a whole bunch of red flags. My favorite on this site is they list the address of the compliance officers:
