Use Freedom of Information request to access Building Permit Records?

Has anyone tried to use Freedom of Information request to access Building Permit Records?

The City of Ottawa charges $66 initial fee to access Building Permit Records, but Freedom of Information requests only has a $5 initial fee. The photocopy fee is $0.20 per page for Freedom of Information vs. $0.30 for Building Permit Request.

Really? Is that to just find out if a permit exists and the reason for its issuance or is it for all the information pertaining to the permit including interim inspections? If you're only looking for basic info, maybe Ottawa has a similar online database that shows all open and closed permits by property (it lags in time a bit) if that would suffice.

Here in Alberta, I believe FOIP isn't applicable if the records are normally available to the public in another way.

Ontario has a similar provision. Under section 15 "Information soon to be published", if the information is publicly available (doesn't say it has to be free or cheap), it doesn't need to be disclosed.
