You can’t set up the vanilla card with PC Express because they put a pre-authorization hold on the card when your order is placed.

What you have to do is leave your regular card on your account and when you go to pick up your order you tell them that you’d like to use a prepaid MasterCard. They will come to you car, get the card, go and use it, then come back with the card and your order.

Terrible setup, but at least it works.

Reload a vanilla, no. You would have to buy a new one and pay the initial fee.
If you want a reloadable card, look into the PayPower prepaid mastercard.

You can't do any preauthorization on these cards, that's why you can't pay at the pump with these cards nor do things like hotel reservations or do online checkouts like PC Express. You'll have to shop in person if you want to buy the gift cards at a grocer that takes AMEX to spend at say Loblaws or No Frills.

Yes, you can if you buy the reloadable card called Myvanilla reloadable MC from 7-11. 7-11 stores take AMEX card.

What about buy Costco cash card with Vanilla card - do I do it at the customer service desk, where they process the returns?

Answering my own question to help the next person: you buy the cash card from the cashier, don’t bother lining up at the customer service
