Vertical blinds not moving/positioning well in all directions

how can I fix this?

The track is screwed. You need a new one.

That is exactly what happened with ours when we moved in ... the previous owner screwed it.

I didn't feel like getting a new one (from Blinds To Go) ... too expensive.

Luckily my mom decided to sell her house.

So a couple days before the closing date ... I took down mine ... brought it over to her house ... swapped the track for the newer one that was in her house.

Didn't have to spend money for it since it was still new (about 3 years old).

Heck! I even swapped out all of her metal floor registers for the ugly white (turning yellow) plastic floor registers that I had in my house. Each and every one was swapped.

We used to have one of those, My kids destroyed ours, they pulled on the blinds, they twisted them, the gears inside the track got stripped or would not turn back into position.

The best thing we ripped it down and put curtains and never looked back
