Nope, the us roaming is really $12 a year. It is a $1 a month add on that is not exclusive to the 17gb plan.

Why judge? I stream music and podcast on the road, and watch a few YouTube videos before going to bed at camping on weekends and I'm always barely making it with my 7gb...
