If you have LTE iPad 3 or phone, you can turn on the tethering or personal hotspot and download/upload extreme fast a lots of data. All the carriers having the abuse policy but they probably don't apply it because if they apply it and terminate your service, you can always switch to their competition carrier.

If you use between 250MB - 500MB then Telus is suitable for you because you only have to pay $20/month.
If you use more than 500MB then you have to pay $35 for up to 5GB. This is the same for Virgin Mobile, Bell or Telus.

If you plan to use this flex data plan on your phone then Virgin Mobile/Bell is safer because it always have the correct no pay per use charge APN pda.bell.ca when you put the SIM card on the phone.
Telus is more dangerous. It might have the incorrect pay per use charge APN sp.telus.com when you put the SIM card on the phone. A lot of users don't know this and might receive a huge bill for pay per use data. Telus might waive this charge once time if you call to dispute.
