[Virgin Mobile] Huawei P30 device upgrade (YMMV?) - $0 device, $45/mo 24 months

Was looking at upgrading my phone (was on a BYOD at $35/mo, 2GB). Logging in to the Virgin Website was able to find Huawei P30 upgrade (not "Lite", but "regular") for zero dollars down on a $45 silver tab (with 2GB data). The same offer was available via the mobile app.
I called in to customer service to see if I could bump up the data . . . as the rep went through the process, he said the lowest tier available for upgrade with zero dollar down was $75/mo. The $45 plan would require something like $300 down.
I pulled the trigger on the web site offer - and got confirmation of $0 device, $45 plan (unlimited Canada calls, unlimited text, 2GB data), 24 months. Phone for outright purchase from most carriers is $950. Major pricing error?
