Well, excessive depending on what you do, where you live, etc. If you're working from home and live somewhere rural, you may be burning through data, or perhaps you are not sending the kiddos to school and using more data. I pay $40 for 6 GB and it's plenty, especially with current situation.
I cannot see people using up to 15 GBs nowadays.
