i think it's a bit of both, kind of a lower end TV, but if you do some googling and take the time, you can adjust and fine tune these level of TV's to give a very decent picture, and you can't beat that price. in my opinion, good bang for the buck if on a budget.

Quick view of specs, for someone looking at the details
(Copy paste from Walmart cananda website)

The resolution is good for the size, but the brightness of the item is poor. Not for a living room i guess, but may be suitable for a basement i beleive

It all depends on the maximum resolution of the graphics card and usually your TV and your PC will auto-sync to have a match.

Extended warranty is highly recommended if you buy this TV. You will likely need it.

Through Walmart, you usually have to buy the extended warranty at the time of purchase. I'm not sure you can add it after-the-fact.

Depending if you used a credit card to purchase it as well, some credit cards have additional warranty coverage. Totally dependant on the card though.
