What is allowed to bring onto SWOOP airline flight for free?

I plan to take SWOOP airline from Ontario to BC next month, i read their rules as follows:

1 carry-on bag: $63 - 113 1st checked bag: $63 - 113

Am i allowed to bring a laptop for free? Anybody took this airline before?

Max dimensions: 41cm x 15cm x 33cm (16” x 6” x 13”)

†Examples include: Small backpack, purse, laptop bag, briefcase.

I flew Swoop in 2018 when they launched, from YHM to YHZ (round-trip). My personal item was a draw-string backpack with 48 hours worth of necessities. No issues.

It fits what they said in the dimensions requirements. Laptop is okay, as long as you only have one bag.
Basically, I think the rule is anything similar to a suitcase is not free. one regular size backpack is okay which should be enough for you to put a laptop and some cloth

Airport dependent. LAS was super strict about the free personal item sizing and made everyone fit their item into the sizer. Those who failed got stuck paying the last minute exorbitant carry-on fees or throwing stuff out.
