What is considered a household?

Does everyone share the same kitchen and the same living space? If so, then your brother is part of the household.

Doesn't matter. If OP's brother has that address on his driver's license, then he's considered part of that household.

You have to read up the "bc customer crisis fund" to see if it has the definition for household member. Here are two references that say your brother may be considered as a household member:

IRS - The IRS defines a member of household as a relative, or a non-relative if that person lived with you for the entire tax year.

PER WIKIPEDIA: A household consists of one or more people who live in the same dwelling and also share meals or living accommodation, and may consist of a single family or some other grouping of people. A single dwelling will be considered to contain multiple households if either meals or living space are not shared.

My brother lives in a different unit than my dad. My brother lives with my mom upstairs in different rooms. My dad lives downstairs. They do not share the same kitchen as my dad, and they never speak to each other. Doors are locked so they can't access each other's suite. My brother buys his own meals, cooks his own meals (mainly instant dinners or instant noodles), or eats at work (free food. it's a perk) . My mom cooks her own food. (I know -- very dysfunctional family.)

MilkyWind, you should contact the crisis fund for a determination. Obviously the fund doesn't want to provide money to people who have sufficient money coming in from other people living in the house. Be honest about the amount your brother pays and explain the estrangement between the three residents. Don't try to hide it; let them decide whether your Dad qualifies or not. Certainly none of us has the answer.

my brother's moving out. no one wants to deal with my parents anymore. my dad fell ill, and had to sell his car just to pay the bills. they'd already gotten disconnected from hydro once. And my mom just had surgery, retired, and can't work. They're in their 80s. They literally have no savings, because they lost it all to the stock market during the IT crash in the late 90s. They still didn't learn their lesson then and continued to invest and lose. Any penions they get now is spent on medicine/food/and travel to doctors/specialists. I try to help as much as I can, but I have my life to deal with and can't always be there. I will contact the crisis fund for a determination.

As I said before, the only definition of household counts is that BC agency that will provides funding to your parents. If the agency does not have a definition, you need to look for an authoritative definition elsewhere.....

According to Statistics Canada, since July 15, 1998, "a household is generally defined as being composed of a person or group of persons who co-reside in, or occupy, a dwelling." "The household may consist of a family group such as a census family, of two or more families sharing a dwelling, of a group of unrelated persons or of a person living alone."

For statistical purposes in the United Kingdom, a household is defined as "one person or a group of people who have the accommodation as their only or main residence and for a group, either share at least one meal a day or share the living accommodation, that is, a living room or sitting room"
