A few possible explanations as to why:

- the 2nd level outlet plate is concealed behind something
- the wallboard guy didn't do his job properly
- it might be in a readily-accessible roof space if the home doesn't have a full 2nd level (dormer windows, etc.)
- builder or homeowner had second thoughts about the usefulness or cost-benefit of having a complete central vac rough-in

There is no question it is a central vac rough-in. Doesn't look especially professional though - sort of half-hearted.

i just bought a 12 year old townhome and so this pipe must have been left by the builder. the wallplate at main level shows that the pipe ends here.
would i expect to see a different pipe leading from basement to second level?

There is probably a tee where you see and pipes going upstairs.

The outlet you have on the main floor, the one in your OP, is it a T or an elbow? Just check to see if there is pipe leading up.

From the OP's video there's no T off from this inlet for the second floor. As for the second floor, usually one inlet (central) is placed in the hallway.

Not left by builder. It's called a roughed in Central vacuum system.

Don't think central vac piping usually puts a tee behind an outlet. Always a 90 elbow - probably a clog cleaning consideration.

So any tee or wye for a 2nd level outlet must be somewhere below that main level outlet.

And wouldn't there typically also be a floor level toe kick operated port in the kitchen?
If there isn't one of those, more reason to assume the installer did an absolute minimum job with just one outlet for the main living area (where most of the dust and dirt is).

It's central vac tubing. If you have no use for it, just leave it alone.
