What is this pipe for?

It’s part of the 3 piece rough in so I assume it’s the vanity drain plus a vent pipe.

Is there any way to rotate so that it points outward? Or do I have to cut it

looks like the vanity drain, just cut the pipe a few inches above and below and use $1 couplers to reinstall it pointing the direction you need. You could add a 90* instead but not a good idea.
Is the current height ok?...looks high.

looks like a drain you can connect a vanity too. either the only sink, or a 2nd sink.

Here’s the zoomed out picture. Help me decipher what the builder had in mind when they roughed in the plumbing.

I’m assuming shower on the right, then toilet in the middle but why the hell would the vanity drain pipe be right behind the toilet?

Where do they expect the sink and how would you connect to the current drain location? Can I do something like this? First picture

Vanity would be to the left of the toilet, so you would extend the horizontal section as far left as required so that the drain is behind the vanity (length will depend on the size of your vanity). As to why the vent pipe is located there, it probably vents the shower/tub as well, plus it may be easier depending on the plumbing upstairs.

Yep, just cut the cap off and install a connector, run the new drain pipe sideways through your studs to wherever your sink will be located.

"Help me decipher what the builder had in mind when they roughed in the plumbing." Studs go up and pipes run through them.

The toilet looks too close to the wall, do you still have 12.5" (1/2" for drywall) since you built the wall in front of the vent pipe?

9.5”. Will have to use a Toto Drake toilet which allows for 9” offset. Not sure what the builder was thinking roughing it in so close!
