What is this plumbing fitting?

I'm adding an automatic shutoff valve. For some reason, my plumbing is painted.

Can somebody identify the fitting pointed by the arrow?

Going backwards from the meter > NPT nipple > FNPT-to-? Elbow > ?-to-Pex union

Also why would there be two PEX clamp rings? Any reason other than an amateur job?
