What's this hole in my window

I checked 2 Windows and you have these holes. Should I seal them?

Those are weep holes to let condensation build up out.

Do not seal those you'll cause mold growth.

Not condensation, drain holes if water gets between the vinyl and exterior sash. Should not be connected to inside when windows are closed. Do not seal or water can build and once it freezes it will pop your windows.

Everybody knows that the Window Gnome. He watches you in your bed. Ignore him and he won't cause any problems.

Normally I check in summer to ensure not blocked with dirt/debris.
.......
July 13, 2017 to October 25, 2018: BOC raised rates 5 times and MCAP raised its prime rate next day each time.

2020: BOC dropped rates 3 times and MCAP waited and waited to drop its prime rate to include all 3 drops.
