What's a "reasonable fee" a company can ask for lease transfer

Hi, my friend is moving into a new home but still has 4 months left on her lease. She wishes to sublet and the company seems agreeable but charge a $250 admin fee for lease transfer. Looking into it, it appears that LTA says
Your landlord is only allowed to charge for reasonable out-of-pocket expenses they suffer when assigning/subletting. If you’re suspicious about any excess charges, e-mail asking for an itemized invoice before you pay
So what's a reasonable fee? Is $250 considered reasonable (it seems high to me). (This is in Ottawa in case it makes any difference)
