When are roaming charges charged?

I am currently in the US and my phone is with rogers post paid. If i have turned off data roaming and i leave my phone on will i get charged if i get a call but dont answer it? Do i get charged if the person leaves a voicemail but i dont check it? Also i think SMS text are free to receive correct?

You won't get charged if you don't answer your phone - that would be absolutely crazy and could easily lead to super high costs if someone wanted to be mean to you. Same for leaving a voicemail.

Yup. You only get charged for things that you actually initiate (data, technically speaking, can be used without any specific intervention from you, but it still counts and that's why you have to turn off data roaming *before you leave*). Receiving text messages or phone calls without answering them doesn't cost you anything.
