Print it on regular paper, then frame it and now one will ever be able to feel the difference

Go to an office supplies store (Staples, etc) and look at the available paper options.

Other than staples, is there any other store that sell those paper supplies?

Lol, what’s wrong with Staples ?
They prob have what you need

GOOGLE : Buy Specialty Papers

You’ll probably be directed to Stationers, Print Shops, or Art Stores

Seriously ... what’s up with folks who just cannot use GOOGLE ?

Read my answer. Office supply stores. I gave Staples as an example. Put on your big boy pants and look up some others. Googly is a wonderful tool for that.
Sorry, but for someone who's apparently running a training school (in other words, providing knowledge and education to others for money), you seem to require a lot of hand-holding yourself.

Walmart typically has a stationary/office products aisle and they might carry paper suitable for certificates. But I don't know for sure, I'm just offering it as a possibility.

I think the question is is who runs a training course and doesn't have this kind of thing ready to go when they already should have.
