Where can I get a seal for the bathtub spout hole?

this video demonstrates using a product called a 'red disc seal', applied with silicone, but i am unable to locate it or a comparable product at any stores. can someone recommend an alternative?

Just use silicone.

In his tub spout example there would be water leaking from the access hole in the bottom of the tub spout as well.

No that red disc seal’s purpose is to seal the hole in the opening between the stubout and tile/backer board. To duplicate it’s purpose you need to remove the tub spout and silicone around the stubout and the hole in the tile/backer board.
