Who usually pays Appraisal Fee?

If you are switching to a new lender, with no change to your current mortgage, you will not pay. If you are purchasing or refinancing the client will pay.

Assuming it's not a situation where the lender covers it, as doesn't seem to be the case here, it's up to the broker whether they want to pay for it or not. I would say I cover the appraisal in the vast majority of mortgages I arrange and would expect that as a client. But every broker is different.
