Will mortgage rates go any lower?

The article below got my attention.

You'll need a subscription but basically, a few arguments were listed:
1) The 5-year swap rate is at lowest, meaning lenders will raise it for fixed
2) The economy will eventually recover, so rates will eventually raise.
3) There's little chance Bank of Canada will lower the rates any lower, but increase it over the next several years

Do you agree with or think we may possibly see a policy situation, where mortgage rates drop even further?

Looking at current movement in the 1-3 yr bond curve, I think rates will continue to drop over the next few months.

i don't quite understand what the bond curve has to do with mortgage rates. can you elaborate?
