Would a blacklisted phone work internationally?

Hi everyone I bought this iPhone 12 Pro Max from kijiji and two months after it got blacklisted so my question is would it work internationally like in India or Pakistan? As far as I know a phone is only blacklisted in North america? Since it was a bell phone.
Looking for serious replies only.

It should work with any carrier that does not participate in the North American blacklist system.

Yes it will work, if the blacklisted phone is unlocked.
