Think you should look for a 18" WSM on Kijiji/Facebook Mktplc. You'll need patience and you need to move quickly (that means going immediately to buy it) when you see one because if the price is good, it'll go quickly.
A 22' Weber Kettle will also work for you (very well) and it'll cost a lot less, smoke more and have more versatility (grilling) but you have to work just a bit harder to maintain temps.
Factor in that budget, you'll likely need/want a chimney starter or something to start the charcoal.
