Definitely do NOT transfer the money before, if you transfer before you will get 0.1% interest, not 1.6%.
1) ACTIVATE IMMEDIATELY
2) Transfer money anytime after it's activated.
3) Set up calendar to PUSH or PULL all money out on March 28, 2022 or March 29, 2022 at the latest.

If you transfer the money to Tangerine before you activate the promo, you will only get 0.1% and NOT 1.6%.
If your balance was $0 in Tangerine Savings before Nov. 3, 2021 and you ACTIVATE the promo, then after that transfer money in, you will get 1.6% on the total amount in your savings
