Does Costco install tires that don't come from them?
Does costco install tires that weren't purchased from them, if so, what do they charge?

OP is talking about having tires mounted on rims (and maybe installed on the vehicle, or not) .
The cost for this at most places will vary depending on the size and type of rims involved.
Larger sizes and lower profile tires are more difficult to install.
Alloy rims need more care in handling and may take more time in cleaning corrosion off where the tire bead seats.
So, "how much do they charge?" is not a realistic question.
Seasonal swap is an entirely different issue.
Some places will offer this at a fixed price, without re-balancing. And a higher price if balancing included.
$25.99 would be a typical price for all 4 wheels, not individual wheels. Without re-balance.
Sometimes it will be offered as a loss-leader so they have the opportunity to upsell you on other services.
"Sir, your tires are wearing unevenly so we strongly recommend we do a 4-wheel alignment."
"Sir, your brakes are down to the limit, and we cannot let you out of here without doing a complete brake job."
Routine tire rotation. Different issue again. But about the same price as seasonal swap. Balance more likely involved, again at (much) higher price.
The new Costco ad is a bit vague.
They are giving the price for some services referenced here, but not for mounting and installing customer-supplied new tires (for reasons given above).
Whether mounting and installing customer-supplied new rubber is offered at all locations is debatable.
As lennyandcarl says they are always very busy so can't see this being practical for either the customer or the shop.

Installing non-Costco tires has come and gone in the past. This year, it seems all Costco stores in GTA do not install non-Costco tires... it's printed on the giant poster as soon as you walk in the tire centre. Doesn't matter if rims from Costco or not.
